The Estate Management Scheme exists to protect the environment and heritage of Welwyn Garden City.

Welwyn Garden City is one of only two garden cities in the country. Due to the quality of the environment, the High Court in 1973 imposed an Estate Management Scheme (EMS) covering most of the town.

Consent is required for certain alterations. This consent is separate from planning permission and building regulation approval, which may also be required.
