A new resident permit zone A01 will begin on Monday 7th November 2022. The operational times will be Monday to Friday 10am - 12noon (2 hours a day). You will only need a permit to park upon the surface of the road/car parks during the 2 hours each day.

New Double yellow lines on junctions to improve safety and verge and footway prohibition will apply 24 hours a day 7 days a week. 

CPPP met on 15th September 2022 and unanimously agreed to introduce the proposed permit scheme in Peartree1 area.

 

The Zone will apply in: 

Athelstan Walk North, Athelstan Walk South, Broadwater Crescent, By The Mount, Corals Mead, Creswick Court, Edgars Court, Goblins Green, Moatwood Green and The Reeds.

 

The Traffic Regulation Orders have now been created and sealed to introduce the resident permit zone Icon for pdf A01 Permit Zone TRO October 2022, double yellow lines in the various roads within the Peartree 1 area as well as the Verge and Footway Prohibition Order Icon for pdf Peartree 1 VFPO TRO October 2022

The Icon for pdf Notice of Making - Peartree 1 will be advertised in the Welwyn Hatfield Times on Wednesday 19th October 2022.  

 

Permits

The application process for permits is open, please ensure you choose a start date for on or after 7th November 2022 to ensure you do not lose time on your parking permit. To apply for a resident parking permit or paperless visitor vouchers please visit https://welhat.nsl-apply.co.uk

To get started, once you have logged into the permit account, you do not need to click any other details on the screen apart from clicking on "Apply for a permit", where the whole process will be covered from uploading proofs, registering vehicle details and the permit cost applicable.

A permit/visitor voucher is only required if the vehicle is parking in the permit zone during restricted hours. Parking in garages or on private driveways off the road will not be subject to the parking restrictions. Permits do not allow parking on yellow lines or verges/footways.

Resident Permit 1st Permit - £30 per year *
Resident Permit 2nd Permit - £50 per year
Resident Permit 3rd or subsequent Permit - £70 per year
Motorcycle Permit - £11 per year
Visitor Vouchers (1 day vouchers) - £11 for 20 day vouchers ** (maximum 240 day vouchers in a 12 month period)
Admin charge for cancellation or change of details - £5.50 per change

*Residents who are a Blue Badge holder will be eligible for 100% discount on the 1st household permit only upon proof of valid blue badge.

**Residents in receipt of state pension may buy visitor vouchers at a 50% concession rate with proof of state pension.

Review period
3 months after the restrictions have started, we will have a feedback form available on this web page for residents to give further details on how the restrictions are performing and request any further required changes for us to consider in the roads listed. 6-8 months after introduction, we will review all comments made and consider any further remedial action.

The cross-party Panel agreed in principal to a Resident Permit Scheme, but requested further work to take place to ascertain what time period(s) residents overall would prefer. We sent letters to residents after the local elections in May 2022 to outline our next steps and an invite to a further survey asking if residents wanted the permit zone to operate Monday to Friday 10am-12noon or Monday to Saturday 8am-6pm.

We extended the survey until Sunday 19th June 2022 to vote on two permit zone time options as well as an additional comments box.  Residents in the consultation area were sent a letter on 30th June 2022 explaining the results and the next steps which includes advertising a new Traffic Regulation Order proposal for the permit zone times to be Monday to Friday 10am to 12noon. The recent survey results indicated 69% of respondents voted for Monday to Friday 10am-12noon. 

 

Two NEW Traffic Regulation Orders have been advertised on Wednesday 6th July 2022. Objections to the proposals should be made in writing via post to Mr Geoff Sampson, Council Offices, The Campus, Welwyn Garden City, Herts AL8 6AE OR by email at parkingservices@welhat.gov.uk by 27th July 2022, stating the grounds on which they are made.

 

Outline of the proposals:

The first TRO proposes a resident permit zone Monday to Friday 10am - 12noon (2 hours a day) in Athelstan Walk North, Athelstan Walk South, Broadwater Crescent, By The Mount, Corals Mead, Creswick Court, Edgars Court, Goblins Green, Moatwood Green and The Reeds. It also creates provisions to install double yellow lines on junctions and places on the public highway where parking would cause obstruction or highway vision issues.

If the proposal was approved this would mean any resident in the area who wishes to park on the highway in the permit zone during any of the operational times would need to buy a resident permit or visitor voucher to cover vehicles being parked. This would also be available for residents to accommodate resident parking. The second TRO proposes a Verge and Footway Prohibition. This proposal is to give enforcement officers powers to issue Penalty Charge Notices (fines) to any vehicle parked upon the public highway verge or footway in the advertised area.

January 2022:

Proposals for a resident permit parking scheme, operating Monday to Saturday, 8am-6pm, together with double yellow line junction protection and a verge protection order were advertised as a Notice of Intention on 12th January 2022. Residents had until 3rd February 2022 to submit any formal objections. This however was rejected.
