The Housing and Economic Land Availability Assessment 2016 (HELAA) combines and updates the three separate SHLAA documents published in 2014 (Phase 1, 2 and 3) and incorporates the assessment of Gypsy and Traveller sites and employment sites into a single document.
Since the SHLAA was published in 2014, new sites have been promoted, other sites have been amended by site promoters and some have been withdrawn. The HELAA assesses the suitability, availability and achievability of sites for development. The HELAA does not make definitive judgments about which sites should be allocated in the Local Plan. It will however inform decisions about the strategy for future growth in the borough alongside other evidence base study conclusions and background papers.
