Welwyn Hatfield Borough Council - Alcohol and entertainment

The Licensing Act 2003 aims to promote four key objectives to enable more freedom for business operators and customers; while clamping down on crime, disorder and anti-social behaviour.

The four key objectives are:

The prevention of crime and disorder
Public safety
The prevention of public nuisance
The protection of children from harm

The objectives are met mainly through the introduction of the following types of licence, a premises licence, club premises certificate, and a personal licence. Welwyn Hatfield Borough Council issues these licences. In addition there are temporary event notices for premises without a licence who wish to hold small events.

The Home Office have released Guidance on banning the sale of alcohol below the cost of duty plus VAT

Licensing Policy
This highlights the duties we have under the Licensing Act 2003 and is reviewed every three years.

You will need to apply for a licence if you wish to:

Sell or supply alcohol
Provide regulated entertainment
Sell hot food and drink after 11pm

Temporary event notice

Personal licence
Personal Licence - if you wish to be a designated premises supervisor you will need a personal licence

Please note that from 1 April 2015 it is no longer necessary to renew a personal licence. Section 115 of the Licensing Act 2003 has been amended by section 69 of the Deregulation Act 2015, removing the requirement to renew personal licences.
